are putting cars on the dyno and putting a load on the motor in order for emissions. We also have a "voluntary" program that monitors emission output while a vehicle is moving. If the car is emitting more than the lawful amount a letter is sent offering the person money (I think up to almost $2,000) to retire the car, but I imagine that this will stop being a voluntary program and a created letter will inform us to proceed to the nearest emission station. I am sure that the revenue created by the fines will be astounding.
